If you do decide you need to tell them you're not casting them, I'd suggest a simple Thank you for auditioning. While I don't have a role that's right for you in this project, I do hope to see you again in the future. If an actor is a personal friend and asks for more information, never, ever criticize their acting.
Often times, a simple “no, thank you” is plenty. Long rejections can feel like they're beating around the bush, while applicants search for their “yes” or “no.” If you don't have something specific you feel you need to say, then say it as simple and uncomplicated as possible.

Firm, yet kind, language is key. Above all else, don't bury the lede. It's okay to immediately say something like, “Though we received applications from many talented artists, your artwork was not selected.” Sometimes, it's good to give hard facts (e.g. if hundreds of artists applied for three spots).
Politely respond in a timely manner straight on by saying, “Thank you so much for the opportunity, but I'm not responding to the material.” If you're going to say no to a job you need to know why you're saying no. Take a look at the project and assess it for yourself.
