Brock was voiced in Japanese by Yūji Ueda in the Pokemon anime and by Eric Stuart in English. He has been voiced by other actors in later Pokemon anime and games. Bill Rogers voiced Brock in later English episodes.
He was the voice of Brock and James from Season 1 to Season 8, but left the show when Pokémon USA and TAJ Productions took over the dubbing of the show from 4Kids. Stuart was replaced by Bill Rogers who took over the role of Brock and James Carter Cathcart who took over the role of James and Butch.
Stuart voiced James and Brock again as well as the character of Squirtle (a blue turtle with incredible water-spouting power) in Pokemon: The Movie 2000, and from 1998 to 2008, he did these three voices for the Pokemon television series.
Bill Rogers is a Los Angeles based voice actor. Having gotten his start in New York in 1999 with an uncredited cameo in the English dub of Irresponsible Captain Tylor, Bill then went on to work on various other anime titles. In 2006, Bill was cast as the new voice of Brock in the hit TV show.
As it happens, the actual reason for Brock's departure was fear from the localisation team that Brock might be perceived as racist by American audiences. One of Brock's most notable features are his eyes (or lack thereof), a feature which the showrunners were worried could be interpreted as a sort of racist stereotype.
