Warning: There are major spoilers ahead for the WandaVision finale. The episode finally revealed the true identity of Evan Peters' fake Pietro. He's a Westview resident named Ralph Bohner, who was previously mentioned but never seen.
His name was Pietro Maximoff, otherwise known as Quicksilver. He was, ostensibly, the brother of Wanda Maximoff, the so-called Scarlet Witch and protagonist of the aforementioned WandaVision.
The actor has been busy with other projects, including Tenet, The King's Man, and Bullet Train, so it's possible that his schedule simply didn't allow for him to return, or that he didn't wish to, if indeed there were ever any plans for him to do so.
They didn't recast Pietro in WandaVision. Pietro died in 2015 during the events of Avengers: Age of Ultron and has been dead ever since.
