It basically splits the narrative into three different adventures featuring three different protagonists: Lloyd, Rean and the mysterious C. The game starts out at Crossbell with Lloyd's adventure as the state of Crossbell tries to regain its independence.
All Trails games take place in the same universe, which eventually come to a clash in Reverie. In that sense, you'll ideally want to play through the entirety of Trails from Zero, Trails to Azure, and the Trails of Cold Steel series before you dive into Trails of Reverie.
Trails into Reverie is considered the end of the series's Crossbell and Erebonia arcs and serves as the precursor to Trails Through Daybreak.
This is canon and set 6 months after the end of CS IV. Its pretty much Cold Steel 4.5 and servers as big epilogue for the entire western Zemuria game series ( Sky, Crossbell, Cold Steel).
